Opens an arcane portal that teleports your target to the Cobalt Scar. The recipient of this spell must be a certain level, if they are too low level they will be evacuated to their current zone's safe spot. The required level is not known, level 1 is insufficient. Unlike the equivalent Circle and Portal spells, Velious translocate spells do not require teeth like Tooth of the Cobalt Scar.
